You have a Scout that is starving for 13.8 VDC of a good Astron or of a fully
charged car battery system with a new battery and no high internal resistance
and a charging system.
The Scout is DESIGNED to not work without full 13.8 volts. It drops out at 12
volts and starts to drift. Check the specs on the front of the book.
You might also have some aging in the regulator that now it is even more
unhappy with lower voltages. Replace it with a chip that does not need the
2.5 volt head room, or even a new chip of the same type. Also check the
condition of the electrolytic bypass caps in the voltage bus lines.
The symptoms are well known to this voltage regulator design, when the power
supply is too low a voltage, or has high internal resistance as most
batteries, deep cycle included get after a year or so. How old is your Marine
Deep Cycle battery?
