I have both experiences. I used a credit card for a long time and
finally used up all they would allow without bank verification. I
wasn't too sure about that, but tried setting up the account and they
messed up the number and then would not let me use that account again
for paypal even though the verification was their error.
A year or so later, I finally decided to give it a try again and it
worked fine. There was even a serious problem with a seller and they
handled it quite well, refunding me entirely. I'm quite satisfied (at
the moment). On the plus side, I sold a rig to a ham form New Zealand
a moment ago and it would not have happened nearly so easily with
paypal.
