In theory it's possible for a feed line and other cables to leave the tower
in any point, if you're able to decouple in that point and to minimize
common mode currents.
Practical reasons suggest that lines (and other cables) follow the tower for
the whole lenght down to the ground.
Alternatively it's the RF ground (radials) that has to be an effective one
and has to be elevated where the fed line or cables divert from the tower.
