These are beacons that fishermen use to keep track of their drift nets. I have no info about the legality of these beacons but their use seems to be widespread. 73, Roger P.S. The second beacon mentioned by WD8SDB is a harmonic of a US airport locator beacon. These are legit but their harmonics are not.
