Most likely the latter Peter...the band here is filled
with extremely strong local signals CQ-ing. Your best bet in the
CQ 160 CW is the contest DX window from 1830-1835. Try calling
CQ's there and hopefully someone will hear you. I might add that
since the JA's have started using 1810-1825, very few are audible
between all the strong local stations calling CQ in the same area.
If I were operating from Japan in the contest, I might try the old
1907.5-1912.5 window and QSX below 1810 like in the old days. At
least it's encouraging that conditions were good enough for you
to be hearing so many from here!
