It's a subjective report by the sender since we are also receiving noise and 
are not accounting for the bandwidth processing the signal. Some of my rigs 
don't have S meters.

Please remember S units it has a range of from:

1 - Faint signals, barely perceptible.
to
9 - Extremely strong signals

I do not report signals 9 plus and that bothers some Hams.
