My vote is for the 8' elevated vertical. If the fence is below your
radials, it will have little effect on your pattern. As I stated in an
earlier post, I beleive that 4 elevated radials is as effective as 30 or
more buried or on-ground ones. This is especially true if your radials are
short (1/4 wave or less). I use a 33' vertical on the roof for 40M with 8
radials kind of haphazardly arranged to fit on the roof. It works very
well. I know this is kind of subjective, but I beleive it works better than
the ground mounted one I had years ago at a different house.
The 160M quarter wave balloon supported vertical I used in the past 3
contests (ARRL160, W1BB, CQWW160CW) had only 2 elevated radials and it
worked very well.
