Topband: FK8CP and contests

There had been some concern expressed about FK8CP working stations during 
contests.  

I brought the subject up with Remi in e-mail and I believe there should be 
no issue having him work "dupes" during a contest weekend.  He also 
understands that people might not think a first QSO took place and would 
call him again when conditions are better.
