Topband: New URL for CQ Propagation Article

Rebuilding of the server at Solar Terrestrial Dispatch required that the
address be changed for the Topband propagation article that appeared in
the March and April, 1998, issues of CQ magazine. Cary Oler now has
placed the article on the Web at:
