Years ago, W8JI suggested using RF chokes with sufficient inductance to 
"ground" the non-driven elements of my C-3Es at 160M while maintaining 
their isolation from the boom on 20-10 meters.  The driven elements are 
already grounded through the hairpin matching inductors.
