That's the marine band, including the international emergency calling
frequency of 2182 kHz. Probably not likely to get re-allocated
any time soon.
The band from 1705 to 1800 is probably needed as a guard
band to keep hams from wiping out broadcast stations,
or vice versa. (We have a strong station on 1700 kHz
here).
Who are the protected users of this spectrum in EU, that keep power and
frequency restrictions on European hams, not unlike those N. American suffered
when we shared the band with LORAN?
What sacred cow is in the band 1800-1810?
What is going on in JA that keeps them stuck in 1810-1825?
