Because the tuner should really be at the antenna, not at the amplifier.
Otherwise, you've got circulating reactive currents flowing through the
feedline to the tuner and back, which just goes to heating up the feedline.
One would want the "controls" for the tuner at the amplifier, and you'd want
some sort of scheme to prevent the amp from cooking itself or putting out a
lot of power if the tuner has broken or can't find a match.
