You might try an inverted L antenna with the base at the roof level and with
an elevated ground taking in the roof as part of the ground by running
radials on the roof.  You could also run radials around the top rail of the
fence.  This would not be a true elevated radial system, but I'll bet with
experimentation, you could get it to work better than shunt feeding your
tower.
