A 2 element Steppir would be the way that I would go, and then if you did
not get the neighbor complaints that you expect after a year or so, I would
then add the third element.  

That's the great thing about the Steppir, you can add elements to it when
time, money or neighbors allow.

You're right, the 3-el SteppIR looks big on a 42 ft lot. :) But so 
would any other small tribander. Don't rule out the 2-el SteppIR. 
I'd bet it will work as well as most small tribanders, and it's 
smaller. SteppIRs are green too, so less visible.
