The FCC can also be notified....

Power companies have an OBLIGATION to not produce noise and interfere with
other communications.

Also copy the ARRL and the power company with your letter.  Hopefully the
utility is publicly owned (PUD, REA or city/county). If so, you can attend a
public board meeting and voice your concerns.

Letter gets attention especially when you copy the FCC or other governmental
agency!
