I'd get a copy of the parcel map at the appropriate scale (so your lot
pretty much fills the 8.5x11 page) (lots of times you can print this off the
web. I don't know if your county or city has this.)
Sketch in the position of the house on the lot and your structure...
Other ideas... if your county has it, you might be able to print an aerial
photo and trace it, or even, just mark up the photo. I haven't tried it,
but things like MapQuest or Terraserver might be able to print a photo at a
known and convenient scale.
I doubt they want a formalized surveyed drawing with a wet stamp, they just
want something that they can look at to get an idea of what you're planning
to do, and that the inspector can compare against what you actually did.
useful stuff to put on the drawing:
Assessors Parcel # (this is how they file stuff)
Street address
The date of the drawing
The scale (how many inches = how many feet)
Your name
Your phone #
(The latter stuff is so that if the package gets separated, they know who to
call..)

I am in the process of putting up a TX-455 tower in my yard. One of the
items that our county Building Dept has requested for inclusion with my
permit application is a plot plan of my property, noting, of course, where
the tower is intended to be located. I figure that I can prepare this myself
if I could see an example of one that has already been created. Three
questions come to mind right away: (1) what kind of paper should be used?,
(2) what is the typical scale used for these drawings?, and (3) is there
software available to do this? Does anyone have an example of a completed
plot plan that you could send me?
