Sounds like one of those tricks that can get you state-supplied housing,
clothing and 3 squares a day. But no hamming.

If installing a new tower in an area requiring a permit, and not having
a
permit during the installation...
...find out exactly when the zoning or building code was drafted that
would
require a permit for a tower. Then, determine if the property/house
pre-dates that. If so...
...go ahead, but when pouring the very last of the concrete, add dirt to
the
mix, and do anything possible to "lighten up" the appearance of the top
surface once it cures (concrete has that "newly poured" look for a long
time, sometimes, and one dead giveaway is its dark color). Before it
fully
hardens, scribe in a date that precedes the ordinance, like "6-2-49" or
something.
If questioned about the "new" tower, claim, "It's not new. What do you
mean? This tower was there for 30 years, I took it down for routine
maintenance and examination, and now it's back up."
Works, sometimes....
Doesn't work well in brand new subdivisions that years ago were horse
pastures or cherry orchards.
