As I found out here in unincorporated Will County, Illinois, I really didn't
need any permit but as I convinced the reviewers that I was going to be pouring
concrete with rebar and they needed to inspect that because that's what they
do! So they agreed and let me apply for a permit. All inspections went fine
and I got my final and they issued me a CO (Certificate of Occupancy) for each
tower (3). I did this because eventually (?) I'll be gobbled up by the local
city who has a very restrictive antenna ordinance. So IMHO, it's better to get
