This may not be applicable but here's a suggestion. I have a similar
problem at home with non-migratory birds that perch in a position of safety
where they can easily access food on the ground. My elderly neighbor throws
bread in the street regularly and the birds continually perch just above
where I park my truck - you can imagine the rest. When I removed the food
source regularly by sweeping it up every morning they quickly disappear.
We used to experience the same thing at the hunting lease after the farmer
who owned the adjacent property harvested his fields - the birds would
populate the power lines and trees around the house and make a terrible mess
for weeks until all the food that fell on the ground was consumed.
You might want to check around your tower for access to food sources.

It can be hard on the elements too. <:-)) Like the plastic ornament, they
will quickly get used to it. Actually, faster. You can blow a bunch of them
away and they'll be back as soon as you go in the house.
