Probably a political thing. Its much easier (and cheaper) to pull the plug on 
the 
Pope's 500 KW MW transmitter and make all the suckers (err, I mean constituents)
think you have solved the problem than it is to clean up 7000 cubic meters of 
radioactive waste.
