Good question...one that I bet will have many answeres.

I have been led to believe that one should always keep the rebar away
from the tower. (Don't tie the bolts to the rebar or the rebar to the
section of tower in the base).

The thought was that the current would flow down the tower and then
through the ground rods, leaving the base alone!

Well, Monte, you have a current divider network and quite a bit of that
current is going to go through to the J-bolts in the concrete. The Ufer
basically creates an additional path. There's a finite amount of current
(but a heck of a lot of it - the average strike will throw 18 kA down your
tower) and the more low-impedance paths you can provide the better.

The Ufer, however, should never be your sole grounding path.

That's the way mine is. Just sounds right to me!
