It certainly can happen. With a structure that large, the neighbors 
are probably in the near-field (Fresnel pronounced frinel) zone of the 
tower. That's the area where the pattern is being formed. 

In this case it is being formed by re-radiation from the guy lines and 
tower. The tower and guy lines can greatly affect signal level and 
quality at their antennas, even if the tower is off to the side and a 
large distance in wavelengths away.

More directional antennas at your neighbor's might cure the 
problem, or they might not. Weird things happen that close to a 
radiator (or re-radiator).

This is a common problem in microwave links, but most people 
don't realize it applies to any frequency. Video ghosting is one give-
away this is happening in the case of video signals.
