There has been a lot of misinformation and missing information on this topic, 
and one thing that hasn't really been discussed is "header spoofing" - the 
forging of routing information so as to obscure the identity of the sender. In 
short, it is very easy to forge this information to make it appear that, for 
example, Jim sent an email that I actually sent. The fact that, despite account 
changes and other efforts, this continues to happens suggests spoofing is Jim's 
issue. 

There are entire underground ("black hat") communities dedicated to the 
discussion and refinement of spoofing techniques, and the creation and 
distribution of easy-to-use utilities to allow anyone so inclined to spoof 
without the technical knowledge to manually spoof a header. 

In other words, anyone can create an email that looks like someone else sent 
it, and it doesn't require access to the victim's system or account 
credentials. No amount of "change your password" and "use Linux instead of 
Windows" is going to fix spoofing. Even deleting the original account can't 
stop someone to continue to send spoofed emails that look like they're from 
"dearborn9@sbcglobal.net".

I have received 14 direct messages that say "Just change your password" 
Thanks to all but..................when this junk started over 8 months 
ago that was the first thing I did was change my email password. I'm 
retired from a federal Law enforcement agency, identified by three 
letters . I know how to make up passwords using lots of mixed up letters 
etc, the govt is full of those!.......so far nothing has helped but 
thanks to all for the idea. Also to the one that said 'try changing your 
feedline to a better coax!!!! I admit that one did get to me. 73
