I think more than one reply misunderstood the question. The OP wasn't asking
how far up the tower to attach the guys. The OP was asking about placement of
the anchor poits horizontally away from the base of the tower.
Of course, the correct answer is to check with your PE (if a PE's drawings are
required by your permitting agency). If a PE's drawings aren't required, check
with the tower manufacturer (get it in writing). Ultimately, you want minimal
grief from any permitting problems, and you want your insurance company to
cover any potential loss.
