Could be something incidental to the repair, like a shield strand
across the coax or water ingress?
Was the feedline mechanically damaged? I wonder if a connector got
pulled hard somewhere?
I can say that I've personally used 2 inch+ parallel-wires in the
middle of coaxes and gotten good SWR sweeps through most of HF. Not
feedline repairs in my case, but switching relays and DC bias tees,
things like that.
I see the SWR increase on 10m with these things, but not to unuseable levels.

Wait... the SWR went from 1:3 to 3:1? You just transposed the center
and shield then, right :-)
