My feed line is an open wire, 14 AWG with a 4" spacing. I believe it have a Zo
of about 400 ohm (I tested it by putting a 390 ohm resistor at the end and
watching the SWR as a function of the frequency.) I made the line myself.

Your feedline is not described in your response. While I am assuming it is
ladder or open wire feed, wound you mind being a bit more specific: maker,
model number, impedance, etc.
