I previously looked at using a loading coil to get a 20 meter
SteppIR element down to 30 meters. At the 200W power limit, you
get close to 1000V of RF on the motor assy. I'm not sure it
can take this kind of voltage.
The situation is much worse for getting a 40 meter element down
to 80 meters at a power limit of 1500W. Now you are looking
at many 1000's of volts. Forgetaboutit!
I have a MonstIR under construction that will use the outer 40 meter
elements on 80 meters for RECEIVE ONLY. No voltage issues here.
I am planning a sort of "ZL special" driven configuration.
