To set tower sections,or any other pieces,alone,simply suspend a second
pulley from the gin-pole pulley with a line thats tied-off at the bottom of
the pole,and pass the main line(the one used to haul from ground with)thru
the lower pulley.
then,after the object is approximately positioned,and your up there,you can
accurately adjust 
with the short line,without untying anything,having complete control(and
safety).
if the weight is more than youre prepared for, then use a double pulley,or
more.
mechanical advantage is incredibly handy!
