I assume you are talking about LOOSE guy wire,
not one that is pulled tight on a tower.
I use bolt cutters but agree, sometimes they don't
cut all the way through, especially if the ends are loose.
I'm talking about 3/16 and 1/4 inch EHS as used on
MOST amateur installations.
