That is so the 'tower' can act as a 40m radiator. The 'stinger' does
not radiate on 40m.

If you wish to use the antenna on 60m, you will need to find a way to
make the tower + additional 'stub' resonate on 60m without disrupting
the 40m resonance.

Use the K7LXC directive: DO WHAT THE MANUFACTURER SAYS.
One cubic yard of concrete holds up the tower against tilting forces
in strong winds. It's a MINIMUM amount of concrete.
