Hi Dan,
if you are building your 4 square on land, please read W8JI post on "Radials
over salt water" just few hours back.

(over "regular" grounds)
If you want top performance, good F/B, high efficiency and going to use
towers for radiators, then your best bet is 50 radials or more on the ground.
There was quite a discussion going on here on the subject, you can look at
towertalk archives for more info.
I highly recommend ON4UN book: Low-Band DXing or The ARRL Antenna Book,
plenty of info on the subject.
Phasing is another subject. You can brew your own as described in the above
books, or order COMTEK box.
