To Drive ground rods just use a Steel Tee Fence Post Driver.  

Or any 2 ft piece of pipe with a pipe cap on the end.  Just slip it over the
rod before you tilt it up and raise it up and pull it down fast.  Should
drive the
rod in until 2 ft are sticking up.  Then a hammer--but what works nice is
to put something over the top of the ground rod to make it a bigger target
and slow down its vibration.  I use a piece of 4 inch diameter cold rolled
steel 
rod that is about 6 inches and with a 1 inch hole bored in from the end.  Set
it over the ground rod to make it look like a mushroom.  Then wail away a
couple of times with a sledge hammer.  Lot harder to miss a big target
like this.
