[TowerTalk] any info on comtek coupler

In the ON4UN low band dx book, on page 11-59 there is a drawing. Here is
spooken on a "hybrid" 
Is there a "source" for it? 
Is it possible to make by your self?

Somte time i find the " hybrid coupler" with the same drawing.
Is this the same?
