I had a antenna wind damage (destruction) claim (>$5000) two years ago with
Allstate.  Allstate paid me directly, based on written quotes from commercial
tower company (for antenna removal, assembly and reinstallation) and from
Force12 (for replacement antenna),  less my homeowners' deductable.  Allstate
also made a claim adjuster inspection of the damage.  Boy, was he impressed
when I walked him through an amateur radio station (towers, equipment,
contest awards, QSLs, etc, etc)  Oh, Allstate refused to lower their
insurance proceeds to me if I re-installed it myself.  They said that the
insurance policy allows for professional services and if I wanted to save
money by doing it myself, fine, but they would pay the amount on the written
estimates.

This seems quite standard to me.  Happens all the time for automobile body
damage claims, where you get a check for the repairs based on the written
estimate whether you actually get the repairs done or not.
