    Long time no see. Hope you're doing great!
 
    What you're describing is a perfectly appropriate  thing to do. It 
doesn't have to be a tight fit in order to work. The bending  moment will be at 
the top of the tower where the mast exits so that's the best  place to 
reinforce.
