This is the kind of bad information that just never seems to die.  A 
tuner ... ANY tuner .... simply tries to provide a proper impedance 
transformation between the antenna (or combination of antenna and 
transmission line) and the rig.  If the tuner is well built and has low 
losses (not terribly difficult with an 8:1 SWR) and if the transmission 
line is short and reasonably low loss, the great majority of the energy 
from the rig will get radiated.  It is an old, incorrect, and many times 
debunked misperception that you need a low SWR (i.e., less than 3:1) for 
good efficiency.

There are free and easy to use programs that will demonstrate this for 
you.  The program TLW that comes with the ARRL Antenna Book works just 
fine for this.  Try it.
