Bosch and DeWalt make a driver bit specifically for ground rods, check
with a contractor or electrical supply dealer. I bought one from
ToolUp in Santa Clara, CA. Online at
http://www.toolup.com/search/search.asp?keywords=ground+rod+driver&x=0&y=0

You can probably rent the Hilti, Bosch, or Makita hammer drill from a
good tool rental shop.
