For that matter, you might consider painting the entire antenna, mast and 
tower a low-visibility color.  If a tree background, a dark grey-brown 
would probably be good, or if a sky background. consider a light 
grey.  Black isn't as good as you might think -- I painted an R-5 black 
when we lived in a townhouse, and it stood out even when planted in the 
midst of woods!  I knew a guy who had a 70-foot tower with a TH-7 on top, 
painted dark brown, and it almost disappeared against the tree background 
in our covenant-ridden community.  The idea is to reduce the contrast with 
the background, so YMMV.

Also, as a PR thing, it sure won't hurt to make the point, directly or 
indirectly, that you're trying to reduce the visual impact.
