If the AGC is working correctly, you should have a huge change in
signal strength before you hear the difference, far more than 3 db. An
AGC range of 40 to 60 db is not uncommon. That's why an S2 signal has
the same audio volume as one at 60 over 9.
But again, this has nothing to do with signal to noise ratio.
