WHy not follow the mfrs instructions? Presumably, they've figured out the
loads, and they know what's best.
OTOH, rebar probably wouldn't hurt. If you're in a place where the bldg
dept is going to send out an inspector, the inspector's probably going to
wonder why you're not putting something in the hole other than concrete.
A lot depends on where you are, too. You might be able to get a local
contractor (who's going to be pouring your concrete?) to give you some advice.
