I have one of these beasts.  The manual doesn't tell you much.  They're not 
a very complex device.

1) Don't put 12V on the motor, it will burn out.  The switch box has a big 
resistor in series to drop the voltage.

2) With a 10ft whip, it won't tune 160, but will tune all other bands.

3) The "matching network" is a 1:4 transformer with a fair amount of 
leakage capacitance, so as the frequency gets higher, the transformer fades 
out of the system.

4) Good ground to the car body is essential.
