You local pest-control company can provide you with stuff that comes
in tubes that fit in a caulking gun, which is applied in a bead to ledges,
etc., used to keep pigeons, 'gulls, etc., from roosting. It's really just
gooey stuff that sticks to their feet and drives 'em crazy; totally inert
and non-poisonous.
FWIW, as far as seagulls go, at least, monofilament fishing line strung
above areas they desire seems to keep the "flying rats" away... I'm
guessing their eyes just can't focus properly on something so thin and
long, vs. their target, i.e. sandwiches of unsuspecting touristas.
And, there's always the "plastic owl" option, which couldn't hurt, unless
it lured other owls to perch there....
