Take a  look at HomeDepot: https://www.homedepot.com/p/Oatey-All-Flash-No-Calk-Vent-Pipe-Rain-Collar-with-3-in-4-in-Adjustable-Diameter-14137/204719955 This is a roof vent collar you can use to cover that area. There are many sizes and placed you can get one so look around. It's what I used in the past.

not even sure how the mast clamp / bevel gear comes out of the ring with the
bearing.
