Hi, Jeff --

     An interesting comment. I didn't think that the "class" of ownership or
applicant had anything to do with the tower permitting process. Generally,
the building departments don't care who you are - they just want you to
comply with their building codes.

     At this polint, the report is a still a rumour and doesn't have anything
to do with towers or HF antennas. If the 'downgrading' does become fact, then
it's a topic for the Ham-Law reflector or another venue. It doesn't have any
effect on the myriad of building codes and compliances that any tower builder
has to abide by.
