Kevlar is a fiber. As such it has qualities different than steel. While
its tensile strength is generally as strong or stronger than steel, it does
have drawbacks.
It can be cut with a knife. It tends to get worn due to abrasion, etc. The
idea of not running kevlar guys to the ground is due to all this. Might a
vandal try cutting it? Might the jacket get worn or abraided and hence
expose the kevlar to UV radiation? Etc. etc.
It's more of a safety issue to keep the integrity of the Kevlar intact. It
has nothing to do with a strength or technical issue.
