Make a short cliplead to go from cap frame to shaft. Set SWR and leave power on. When SWR drifts, connect the cliplead, first on one cap, then the other. If it helps, you may be able to retension the bearing fingers. If not, use a big electrolytic cap and spotweld some small braid across the bearings. Check cap mounting nuts. I had the rivet problem, fixed with two screws/connector. One would be fine too.
