Well, I don't know who the fellow you talked to was, but a 40 meter full wave
delta loop
with the bottom about 8 feet off the ground has a TO angle of 8 degrees....fed
at 17.5%
UP from one of the BOTTOM points.
Now, compare that to the radiation a dipole puts out at 8 degrees.
