My first thought is that Mother Nature is trying to teach you to enjoy CW
more.

I have an AV640 as well and have not noticed that particular problem. I
think I would check the standoff insulators holding the 17 meter radiator.
Is it possible there is some crack or similar indentation where water pools
when it rains, and there is enough dirt on the insulator to have a certain
degree of conductivity and letting the rest of the antenna play into the 17
meter circuit?

Just a thought.

The AV-640 works very well for me,except when it rains. The 17 meter
resonance shifts to the low end and the ssb portion exhibits an swr of 4:1
When dry the whole band is 2:1 Any ideas ?  WA3CCI
