My 40M 4-square is on a hill. The SE element is about 4-5 feet higher than
the NW element and the NE/SW elements are 2-3 feet down/up the slope from
the other two. On receive, the F/B ratio and gain over a monopole are per
nominal specifications for a 4-square. On transmit, the dumped power is what
it should be. In other words, I think the array is working fine. The
elevation difference in your case is more than twice mine, but the
wavelength is four times as great.
Personally, I wouldn't bother trying to get the feedpoints at the same
elevation. If your original plan was to use 60+ radials per element on the
ground, and you would have to convert to an elevated-radial system to get
the feedpoints at the same elevation, then I think you would be losing more
than you gain.
