Generally it's the opposite. The added capacity of ground tends to lower
the resonant frequency so when you hoist it in the air, the resonance goes
up.
I always test an antenna on the ground. I want to see that it's acting
like an antenna; that is, it has a dip *somewhere* and will take power.
